Background

Since the restoration of independence in 2002, Timor-Leste has made significant progress in reconciliation, reconstruction, human rights, human development, democracy, and state-building. However, as a Small Island Developing State (SIDS), Timor-Leste faces heightened food security challenges due to climate change impacts, natural disasters, and economic vulnerabilities. Twenty years on, the country stands at a pivotal moment to invest in its people and accelerate human and socioeconomic development.

WFP has been present in Timor-Leste since 1999, working in close collaboration with the Government and partners to address poverty, hunger, malnutrition, food insecurity, climate change, and disaster risks. WFP’s current work focuses on strengthening the country’s social sector policies and capacities across food, agriculture, social protection, school feeding, and emergency preparedness and response. Through these efforts, WFP contributes to human capital development and economic growth, ensuring that no one is left behind.

As part of its expanding operations in Timor-Leste, WFP is seeking talented and motivated individuals to join its team and contribute to its mission. Under the direct supervision of the Country Director, the Consultant will:

1. Drive the positioning with partners on WFP’s corporate value proposition in specific thematic areas and country/regional contexts, using tailored content and language that speaks to individual partner audiences and align with on-going policy dialogue in national and global fora; Manage internally to support coherent partner engagement across the organization.

2. Guide functional units on partnership strategies (including Partnership Action Plans/ Partnership Canvas); Extend support/guidance on partnership/contribution management, including quality proposal and report writing, by engaging with other WFP entities and external stakeholders.

3. Guide the team to proactively manage all aspects of the partnerships and communications portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met; Keep key WFP information systems (e.g. Salesforce, WINGS, WFPGo) updated to facilitate sharing of quality donor intelligence (incl. forecasting) and assess results.

4. Support the design and negotiation of large/complex partnership proposals, joint strategies and/or MOUs in line with corporate norms, processes and external regulations and contribute to complex negotiations on strategic partnership agreements in line with WFP’s corporate norms, processes and external regulations, in order to reach advantageous outcomes for WFP, such as more flexibility and predictability in funding WFP programmes.

5. Lead and motivate a team of Partnerships and Communications staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.

6. Contribute to preparedness actions, providing technical recommendations and guidance, and support risk management.

7. Oversee the maintenance of relevant contact lists, and guide colleagues in ensuring a regular flow of news/information about WFP’s work is distributed to the media, and reputational risks are identified and managed. Oversee the design and implementation of a social media plan which leverages social media content, platforms, networks and partners to enhance coverage and support of WFP’s activities.

8. Provide advice and support on the design and implementation of country plans, ensuring compliance with wider WFP and communications strategy and taking into account the specific country context and audience in order to develop appropriate, effective communications. Oversee the planning and execution of communications campaigns that favourably impact the views of the public, opinion leaders and donors in order to raise WFP’s profile and support fundraising activities.

9. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

10. Other as required.

Experience:

Has a good understanding of government and corporate strategies and priorities, public policy formulation and levels of influence.
Minimum five or more years of relevant professional work experience in partnership roles.
Has at least 3 years of experience in managing a team, motivated team spirit and contributed to a gender-balanced, inclusive and sound working environment.

Has gained experience in developing new and building up bilateral and multi-stakeholder partnerships, including with development partners, government and private sector.
Has evaluated expected ROI from new partnerships and created a network of relationships with multiple constituencies.
Has developed long-term partner relationships and gained significant experience in expanding engagements across geographies and sectors.

Has designed and managed all resource mobilization processes and resource strategies, negotiated contract terms and provided resourcing advice to seniors.
Has led and promoted data-based decision making to enable internal stakeholders to make well informed decisions.

Has created external messaging to function, geography and thematic interests of stakeholders.
Has contributed to innovation of system improvements and partner intelligence platforms.
Has utilized digital solutions to improve client services.

Minimum five or more years of relevant professional work experience in partnership roles.

Experience working in Timor-Leste and its donor community is an asset
Experience working with government counterparts at the national and municipal level is an asset.
Prior experience using WFP corporate systems is an asset.

Knowledge & Skills:

Ability to work with minimum supervision under pressure and meet tight deadlines, while managing multiple priorities simultaneously.
Strong oral and written communications skills and media, including the ability to prepare reports and presentations.
Sensitivity to cultural differences, and humble approach
Strong negotiation skills
Languages:

Fluency (level C) in English language. Fluency or Intermediate knowledge (level B) of Portuguese and/or Tetum is an advantage.
