Job Description
Mission and objectives
Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization.
IOM supports migrants across the world, developing effective responses to the shifting dynamics of migration and, as such, is a key source of advice on migration policy and practice. The organization works in emergency situations, developing the resilience of all people on the move, and particularly those in situations of vulnerability, as well as building capacity within governments to manage all forms and impacts of mobility.
Context
Under the direct supervision of Chief of Mission, the Intern will work with the International Organization for Migration (IOM) in Timor-Leste, where migration-related challenges such as internal displacement, natural disasters, and economic vulnerabilities persist. IOM plays a critical role in addressing these issues through targeted interventions that support the government and communities in enhancing resilience and managing migration effectively.
Task description
Under the direct supervision of Chief of Mission, the UN Volunteer will undertake the following tasks:
Develop and Implement M&E Frameworks: Design and implementation of comprehensive monitoring and evaluation (M&E) frameworks to assess the progress, effectiveness, and impact of IOM’s projects, focusing on key areas such as displacement, disaster preparedness, and community resilience. This includes setting clear performance indicators and data collection methodologies.
Data Collection, Analysis, and Interpretation: Conduct the systematic collection of qualitative and quantitative data to measure the outcomes of interventions. Conduct thorough analysis and interpretation of data to provide evidence-based insights that inform decision-making, program adjustments, and strategy development.
Report Preparation: Prepare accurate and timely reports for both internal and external stakeholders, including donors, government bodies, and partner organizations. Ensure that reports meet IOM’s standards, comply with donor requirements, and clearly communicate project progress, achievements, and areas for improvement.
Integration of M&E Findings: Collaborate closely with program teams to ensure that M&E findings and lessons learned are systematically incorporated into project planning and implementation. This enhances program effectiveness and ensures continuous improvement of project activities.
Technical Assistance in Project Design: Provide technical support in designing project indicators, conducting baseline surveys, and developing evaluation tools. Ensure that these tools are aligned with project goals and effectively measure progress and impact.
Capacity Building and Training: Lead capacity-building initiatives by training staff, partners, and stakeholders on M&E methodologies and best practices. Equip teams with the skills necessary to carry out effective monitoring and evaluation activities independently.
Meeting Organization and Facilitation: Organize, facilitate, and document regular meetings with key stakeholders, including partners, project teams, and working groups. These meetings serve to monitor project progress, address emerging challenges, and ensure alignment with project goals.
Regular Reporting and Updates: Prepare and submit regular updates on project activities, challenges, and outcomes to senior management and donors. Ensure transparency and accountability by providing detailed progress reports and highlighting key achievements and obstacles.

As this assignment is funded by CYVA, specific eligibility criteria apply. Candidates must be Chinese nationals affiliated with a university participating in CYVA’s programme.

Skills and experience
Demonstrated interest or experience in:
Basic Experience with data collection, monitoring, and evaluation methodologies, including quantitative and qualitative analysis.
Basic Proficiency in office software packages (MS Word, Excel, etc.)
Basic Familiarity with IOM’s administrative processes, reporting, and financial procedures is an advantage
Relevant internship experience in the related field would be preferable.
SKILLS
Good communication, writing and organizational skills; ability to prepare clear and concise reports
Basic knowledge of monitoring and evaluation concepts, approaches and methodologies;
Experience in report writing in humanitarian and/or development settings;
Experience with Results Based Management approach and other strategic planning approaches;
Knowledge of UN and bilateral donor programming.
Required education: Secondary Education, with a Bachelor degree or currently studying towards a Bachelor or Master degree in social sciences, including Economics, Research, Migration etc.
